Maple Ridge Endorses New Land Use for North East Albion Plan

At the February 4th council meeting, mayor and council voted unanimously to endorse a new land use plan for the North East Albion Neighbourhood Plan and move it through to bylaw adoption.

The background:

In September of 2022, the new North East Albion Land Use Plan was officially adopted into Maple Ridge’s OCP; however, changing market conditions, consumer preferences and provincial housing legislation drove council to direct staff to conduct an update to the plan, focused specifically on increasing density south of 110 Avenue. Eventually three concept plans were drafted and presented to the public for feedback.

Following the land use planning, an assessment was carried out to determine the impact of each of the concept plans on infrastructure, specifically to determine whether the increased density would require any additional servicing upgrades. Ultimately, Concept 1 was identified as the winning concept as it provided a moderate increase in density while not requiring additional water or sewer infrastructure upgrades. Concept 1 is shown below.

Next Steps

With a land use concept selected, staff will now prepare the OCP amending bylaw this Spring with the goal of having it adopted by Council by Fall 2025.

Implications for Development Applications

At the February 4th council meeting, it was explicitly confirmed that development applications consistent with Land Use Concept 1 will be accepted immediately and processed concurrently with the OCP amendment process.
