West Clayton to Finally Get Services to 192 Street

It feels like we have been saying servicing in West Clayton is 18-24 months away for the past decade. Well, it looks like the day has finally come.
At the December 16th council meeting, mayor and council awarded the contract for the construction of sanitary and drainage infrastructure to be built along 74 Avenue from the west extent of the plan at approximately 181 Street all the way to 192 Street (see image below). The project originally phased the construction of the services, with the first phase ending at 188 Street but as explained in the City’s corporate report (linked here), the cost estimates came in below budget, providing an opportunity to expand the scope of work, all the way to 192 Street.

Credit to the City of Surrey for the ingenuity and foresight to use capital from the Housing Accelerator Fund to front-end the construction of this infrastructure. Typically, these large offsite servicing infrastructure projects are coordinated by a front-ending developer or group of developers, but the fragmented ownership and complexity of the project was clearly a hinderance. This sanitary and drainage infrastructure will unlock development for a reported 640 new homes and “improve servicing potential” for approximately 375 additional units along 73 Avenue. Additionally, many of those 640 units are contained in applications which have already achieved 3rd Reading, so the timeline to delivery of new homes will be expedited.
The construction project was awarded to Arsalan Construction Ltd. at an amount of $7,801,718 and is expected to take 200 working days. With work expected to start in January 2025, the project should be complete by November 2025.
